Traffic Lights...What Are Those?

Being in traffic here is always an adventure. It seems like chaos reigns. Rules are nonexistent, drivers are in it for themselves, motorcycles weave through traffic, and a two lane road can be turned into a four lane road without warning - whether all of the cars fit or not. No wonder people say a short prayer whenever they get into a vehicle! In a situation where chaos seems to reign, there are brave traffic cops right out in the middle of it all, trying to make sure things flow relatively smoothly.

The city has several roundabouts, or circles, and at every one of them there stands at least one traffic cop trying to keep order. For the most part, people seem to respect them and will follow their direction but, sadly, at the busiest times of day their efforts seem fruitless. No matter, though, they can often be seen trying to direct traffic through circles whether it seems fruitless or whether things are actually moving well.

Traffic cops around the city are in place of traffic lights. There are perhaps two intersections in the whole city with traffic lights...but the traffic cops remain because no one pays attention to the lights. It seems that there needs to be someone yelling at the drivers or in their face for them to follow any kind of order.
